Region has solid economic foundation, implemented in accordance with president’s instructions — Akhmetov

A briefing was held at the site of the Central Communications Service with the participation of the akim of the East Kazakhstan region Danial Akhmetov. The head of the region spoke about measures to improve the welfare of the population, taken within the framework of the instructions of the Head of State and, in general, about the pace of socio-economic development of the East Kazakhstan region.

As the akim noted in his speech, in the context of the new tasks for the transformation of society set by the Head of State, work in the region is aimed at modernizing all spheres of life and relations between the state and society.

Over the past 7 years, more than 2 trillion tenge or 53% of the total investment in East Kazakhstan region has been invested in the Abay region

An important event of the current year for the region was the creation of the Abay region with the administrative center in the city of Semey, by separating it from the East Kazakhstan region. The head of the region briefly spoke about the work carried out on the socio-economic development of cities and districts included in the created region.

According to him, over the past 7 years, more than 2 trillion tenge or 53% of the total investment in East Kazakhstan region (4 trillion tenge) has been invested in the Abay region.

Implemented major projects such as:

- 2 stages of the largest Aktogay mining and processing plant with a capacity of 50 million tons of copper ore per year, with an investment of 760 billion tenge;

- Bakyrchik mining and processing plant with a capacity of 2 million tons of gold ore per year, for 134 billion tenge;

- an oil extraction plant for the production of vegetable oils in Semey with a capacity of 300 thousand tons of raw materials, for 8 billion tenge.

“Over a seven-year period in the Abay region, it was possible to increase the volume of industrial production by 5 times (from 184 billion tenge to 898 billion tenge in 2021), agriculture by 2.4 times (from 179 billion tenge to 428 billion tenge),” noted Akhmetov.

According to him, the share of the gross regional product of the Abay region in the total volume of East Kazakhstan region amounted to 36% and reached 1.9 trillion tenge, which is 2.3 times more than in 2015 or 1.1 trillion tenge (2015 - 844.6 billion ). GRP per capita — 2.9 million tenge.

In addition, the akim drew attention to a significant increase in budget investments.

“From 2015 to 2022, the region received 390 billion tenge of transfers for development from the republican budget, of which we sent 200 billion tenge, or 51% of the total, to the Abai region. In addition, an additional 154 billion tenge was allocated from the regional budget. In total, 354 billion tenge of budget investments were invested,” said Akhmetov.

Also, according to him, housing construction is actively developing in the Abay region. For 7 years, 1.3 million m2 of housing has been commissioned, or 43% of the total in the region.

Significant work was carried out to provide water supply to the population. Since 2015, 156 facilities worth 40 billion tenge have been put into operation in the Abay region, which has doubled the access of villages to centralized water supply, from 42.7% to 88.7%.

865 km of roads of regional and district significance were repaired, as well as 223 km of the road network in the city of Semey.

In 2018, the reconstruction of the runway, taxiway and Semey airport was completed (10.7 billion tenge).

The social infrastructure of the region is systematically developing.

“Since 2015, 20 schools (8.2 thousand seats), 4 kindergartens (880 seats), 3 student dormitories (692 seats), 17 cultural and sports facilities have been built in the Abay region, 4 healthcare and social security projects have been implemented,” Akhmetov noted.

In addition, according to the akim, within the framework of public-private partnership, agreements were signed on 79 projects for 17 billion tenge. Of these, 68 have been completed — for 7.5 billion tenge, the implementation of 11 — for 9.5 billion tenge is ongoing.

At the expense of the EBRD, 4 projects worth 13 billion tenge are being implemented, including the modernization of the water supply and sanitation system (2.6 billion tenge), the street lighting system in Semey, as well as district centers (replacing 22 thousand light points with 3.6 billion tenge).

Measures have also been taken to improve the tourist infrastructure on the coast of Lake Alakol in the Urdzhar region. In total, 17 billion tenge was invested in the development of the coast.

“In addition, in accordance with the instructions of the Head of State Kassym-Jomart Kemelevich Tokayev, since 2020, the Comprehensive Plan for the Social and Economic Development of the City of Semey until 2025 with a funding of 260 billion tenge has been implemented. Over the past two years, 107 billion tenge, or 41% of the planned volume, has been invested in the city,” Akhmetov informed.

According to him, such significant projects as the Nuclear Medicine Center of the oncological dispensary with the first radionuclide therapy department in Kazakhstan, a multifunctional cultural and sports complex have been implemented.

The reconstruction of the motor-cart bridge, the repair of which the townspeople have been waiting for more than 30 years, the boiler houses "Tsentr" and "Gabbasova" has begun, documentation has been prepared for the construction of a highway bypassing the city of Semey.

In August of this year, the procedures for the transfer of communal property, the division of the budget and other organizational issues for the formation of the Abay region will be completed.

“The new region has a solid economic base with appropriate financial support, and competitive qualified personnel who will work for the benefit of the new region and the whole of Kazakhstan,” summed up Akhmetov.

Volumes of industrial production in the East Kazakhstan region increased by 108%

If we talk about the results of work for the first half of the year as a whole for the East Kazakhstan region, then it is necessary to note the stable dynamic growth of the main indicators of socio-economic development. The short-term economic indicator was 107%.

According to him, the volume of industrial production increased by 108%, agriculture — by 103%, investment — by 112%, construction work - by 110%. All this made it possible to increase the revenues to the state budget by 1.6 times.

The labor market is developing steadily. The unemployment rate has not exceeded 4.8% over the past two years.

The average monthly salary amounted to 268 thousand tenge and increased by 125%.

Strengthening the competitive advantages of the real sector among the priorities

“Following the tasks set by the Head of State Kassym-Jomart Tokayev, we, using the existing potential, are working to strengthen the competitive advantages of the real sector,” said Akhmetov

According to him, in order to create export-oriented industries in the industrial sector of the regional economy, within the framework of the Entrepreneurship Support Map until 2025, it is planned to implement 14 projects with an investment of 481 billion tenge, including 3 projects for 62 billion tenge this year. This will allow to increase the production rate by 10% annually, and in the future to steadily develop the industrial potential.

According to the akim, among the projects put into production is the Plant for the production of fuel assemblies for nuclear power plants, with a capacity of 200 tons of uranium per year, which will start exporting its products to the Chinese market this year.

“The innovative enterprise will allow Kazakhstan to enter a limited circle of states-producers and suppliers of nuclear fuel for nuclear power plants. The project is a good example of successful multilateral cooperation between the leading companies of China, France, Germany and the United States in the nuclear industry,” Akhmetov said.

The result of the project, according to him, will be an increase in the volume of exports of the region by 2024 by about 150 billion tenge per year.

Kazzinc is implementing the project “Increasing the productivity of the Dolinnoy-Obruchevsky mine with the launch of the Rail-Veyor transport system” with a capacity of up to 750 thousand tons of ore. Lead, zinc and copper concentrates obtained from the ores of the deposit will be processed at the metallurgical enterprises of Kazzinc, which will provide a single inseparable technological chain for the production of metals.

Speaking about gold ore deposits, the speaker drew attention to the fact that the introduced project for the construction of a gold recovery plant for the development of Eastern Gold's Rodnikovoye deposit will increase the production of gold in Doré alloy up to 150 kg. in year.

The akim also paid attention to the well-known Titanium and Magnesium Plant.

According to the head of the region, in order to increase the level of provision of the titanium-magnesium plant with its own raw materials, this year the second enrichment plant at the Satpayev deposit is put into commercial operation. This will increase the extraction of ilmenite concentrate from the mined ore by 20%, as well as the volume of its production by 2 times and reduce imports.

“The implementation of the adopted plans will allow us to increase production rates by 10% this year,” Akhmetov said.

An important indicator of the efficiency of the real sector, according to the akim, is small and medium-sized businesses. Improving the business climate and comprehensive support for entrepreneurship remains a priority.

Since the beginning of this year, within the framework of all state programs, 98 projects of small and medium-sized businesses have been subsidized and guaranteed for 4.4 billion tenge. This contributed to the growth of investments in fixed assets by 107.2% or 174.7 billion tenge, which in turn increased the amount of payments to the budget by 17% of SMEs.

Agro-industrial complex is actively developing in the region

As part of the implementation of the tasks set by the Head of State for the development of the agro-industrial sector, the Program for the Development of Crop Production is being implemented in the region, diversification of crops is being carried out with an increase in the areas of highly profitable crops.

“Given that East Kazakhstan accounts for 66% of the total volume of sunflower grown in the country, our main task is to increase the volume of its processing,” Akhmetov said.

To enter the markets of high-quality finished products, since the beginning of this year, a large oil extraction plant with a capacity of 300 thousand tons (Altyn Shyghys LLP) has been put into operation in the region, a plant with a capacity of 50 thousand tons of sunflower oil per year is being built (ALTAI MAI LLP) in Ust-Kamenogorsk.

Thus, the launch of new oil extraction plants, taking into account existing production facilities, will increase the processing volume by more than 1 million tons, the export of vegetable oils by 1.3 times.

The region's animal husbandry is also developing steadily. Over the past year, the number of cattle increased by 106%, small — by 106.2%, horses — by 112.5%, poultry — by 110.5%. Meat production, in live weight, in all categories of farms increased by 103.2%, milk — by 104.8%. According to the akim, a steady growth in the physical volume of livestock products stimulates an increase in the production capacity of the food industry. By the end of this year, the loading of milk processing enterprises will increase to 96%.

The Emil company, engaged in the production of dairy products, continues to expand the range of products and volume from 45 to 90 thousand tons per year.

The Ust-Kamenogorsk Poultry Farm is completing the reconstruction and increasing the volume of poultry meat output by almost 2 times, or up to 55 thousand tons of products per year.

An aqua farm with a capacity of 1.5 thousand tons of fish and fish products per year was put into operation.

“Special attention in the region is paid to food security issues. Work is underway to prevent price increases,” Akhmetov said.

According to him, more than a thousand agricultural producers, wholesalers and sales representatives have signed memorandums on the application of a minimum 7-10% trade markup.

The Regional Stabilization Fund purchased 6 thousand tons of vegetables for 500 million tenge and 2 thousand tons of groceries for 455 million tenge, which allows leveling food prices and balancing pricing policy in the region.

In addition, agricultural fairs are held on a regular basis. Since the beginning of this year, 611 fairs have been held with a turnover of 3.2 billion tenge.

In general, according to the akim, the agricultural sector creates conditions for the development of rural areas.

Auyl - El besigi program forms the basis of social and infrastructure development of the village

“Supported by the Head of State Kassym-Jomart Tokayev, the program Auyl - El besigi forms the basis for the social and infrastructural development of the village and makes it possible to align the parameters of the quality of life of the population to regional standards,” Akhmetov said.

This year, 67 projects are being implemented in 42 key and satellite villages for 5.2 billion tenge under the Auyl - El Besigi program. Including the construction of sports facilities in 6 villages, 2 village clubs, 1 rural outpatient clinic and 2 bridges.

According to the speaker, this will make it possible to raise the level of provision of reference villages with standards to 66.7%.

Continuing the theme of the development of territories, the akim noted that it is impossible not to mention an important direction that is characteristic only for certain regions — the development of border areas.

“For regions located on the border with the People's Republic of China, having a great distance from the regional center, on average about 400 km, Comprehensive plans were adopted aimed at improving the quality of life of the population,” Akhmetov said.

According to him, it is planned to allocate 183 billion tenge to equalize the situation between the central and peripheral territories within 5 years (2020-2024), of which 43 billion tenge were completed in 2021. This year, taking into account the division of the region, 44 billion tenge is planned.

Also, according to the adopted Program for the Development of the Former District Centers of the Region for 2021-2024, 43 billion tenge is provided. Including in 2021, 14 billion tenge has already been allocated for a qualitative change in the socio-economic situation, and 8 billion tenge this year.

The result of 2 years of implementation of the plans and program was the creation of more than 15 thousand new jobs, the construction of 9 sports facilities, 3 multi-apartment and 202 semi-detached houses (18.8 thousand square meters), the installation of 283.5 km of water supply networks, the repair of 156 social objects, as well as more than 450 km of roads and streets.

This year, 7 water pipelines, 3 social facilities are being built, 12 social facilities and 177.6 km of roads and streets are being repaired.

Particular attention, according to the head of the region, is paid to the development of domestic tourism. Since the beginning of the year, 5.4 billion tenge has been invested in the industry, of which a comfortable tourist complex Eco-hotel Muztau for 250 beds in the village of Uryl, Katon-Karagay district, was built for 1.5 billion tenge. In addition, the implementation of 36 projects worth 12 billion tenge has begun.

Work continues in the region to modernize the social sphere.

Speaking about the development of the social sphere, the akim first spoke about the work of the healthcare system.

“Despite the low incidence of coronavirus infection, we continue to work on vaccinating the population as the main and only effective weapon in the fight against the virus. Today, in the region in the category of 18 years and older, 100% of the population of the East Kazakhstan region has been vaccinated. 83% (370 thousand people) of those subject to re-vaccination underwent revaccination,” Akhmetov informed.

In total, according to him, 32 billion tenge of budget funds are provided for healthcare this year.

A unique Hematology Center is being built that meets international standards, with modern equipment. The center will be equipped with a molecular biology, genetics and stem cell culturing laboratory, which will provide a full range of medical services from diagnostics to rehabilitation. In turn, the cooperation and operational management of the hematology center by leading experts from Stanford University will constantly update the knowledge of specialists in the field of hematology.

Since last year, on the basis of the multidisciplinary center of oncology and surgery, the Centralized RACS system — the Center for Storage and Processing of Medical Information — has been opened. This system provides specialists with access to the results of a patient's diagnostic examination, regardless of the place of its conduct, and also allows for consultations of specialists and the exchange of information on the patient anywhere in the region.

“The implementation of the training program for medical personnel in leading foreign clinics continues. For 5 years, 6,000 medical workers have been trained, including 341 doctors abroad,” Akhmetov said.

According to him, since March of this year, training of 29 medical workers in clinics in Israel and Germany in oncohematologists, hematologists, cardiologists, obstetrics and gynecology has begun. KZT 840 million has been allocated for these purposes.

All this contributed to a decrease in the incidence and mortality from tuberculosis, malignant neoplasms and diseases of the circulatory system (over 5 years, mortality from tuberculosis decreased by 44%, from malignant neoplasms — by 5%, the incidence of tuberculosis — by 22%, malignant neoplasms — by 4%).

High-tech medical care (HTMC) in the region has increased by 5.2 times over five years. In 2017, 85 HTMS were provided for 218 million tenge, and last year the number of services increased to 440 for 1.9 billion tenge.

Since the beginning of this year, 552 services have been provided for 1.6 billion tenge with an increase of 132%.

Today, 27 types of HTMP are provided by medical organizations in the region, by the end of the year it is planned to introduce another 14 types of HTMP after the purchase of appropriate medical equipment. By the way, this year it is planned to purchase six pieces of equipment for 839 million tenge.

For example, our doctors perform the removal of a brain tumor by the transnasal method, that is, without a single incision, without craniotomy, which makes it possible to rehabilitate and return to a normal lifestyle as soon as possible. A high-tech method has also been introduced in the field of minimally invasive thyroid surgery in oncology.

Quality education remains a key priority.

Akim paid much attention during his speech to the issues of the education system.

According to the head of the region, the issue of three-shift and emergency schools has been completely resolved in the region.

“In accordance with the instruction of the Head of State Kassym-Jomart Kemelevich Tokayev “to build 1000 schools in Kazakhstan”, it is planned to build 16 schools in the region, of which 5 for 1,370 student places are being introduced this year,” Akhmetov said.

In addition, according to him, before the start of the new academic year, it is planned to carry out major and current repairs at 40 educational facilities for 1 billion tenge, and 180 million tenge is also provided for strengthening the material and technical base.

“The implementation of the program for the development of multilingual education continues. Particular attention is paid to improving the quality of learning the practical Kazakh language in schools with Russian as the language of instruction. To this end, 400 Kazakh scholars are undergoing retraining at six-month advanced training courses,” Akhmetov informed.

As the head of the region further noted, support for children from large and low-income families is still a priority.

21,000 schoolchildren are provided with free meals, school uniforms, winter shoes, and free public transport. 2.4 thousand children attend kindergartens free of charge, 100% of children from low-income and large families are covered by summer recreation, health improvement and employment.

“Conditions are being created to support talented children. At the end of the academic year, 44 million tenge was allocated to encourage 441 children,” Akhmetov said.

Also, according to him, the best IT startups of school and college students are funded. Over the past 3 years, grants have been paid on 39 projects for 35 million tenge, of which this year — 14 for 13 million tenge.

As for secondary special education, in this direction, according to the akim, the state order for free education of students in colleges increases annually by 10%, conditions are created for non-resident students to live. Of the planned 7 dormitories for colleges, 5 dormitories for 1520 places were built over 3 years, this year 2 more will be put into operation — for 488 places in Ust-Kamenogorsk.

In addition, the number of grants from the local budget for admission to regional universities has been increased by 10%.

“Priority is given to the expansion of sports infrastructure. Over the past two years, 9 sports facilities have been put into operation, including 7 sports and recreation centers and 2 pools,” Akhmetov informed.

This year, according to him, it is planned to build 8 sports facilities, of which the Table Tennis Center has been put into operation in Ust-Kamenogorsk since the beginning of the year.

Construction of one-story houses at the expense of private investment has become in demand in the East Kazakhstan region

As part of improving the well-being of the population of the region, housing construction issues have a special advantage. In this aspect, according to the akim, the work is carried out in several directions.

“This year in the region, at the expense of all sources of financing, construction of houses with a total area of ​​837 thousand square meters is underway. meters of housing for 187 billion tenge, of which 348 thousand square meters will be commissioned, with an increase of 126%. 73 commercial houses are being built on 548.5 thousand square meters. meters, which is almost 2.5 times more than in the previous year,” said Akhmetov.

According to him, for the development of individual housing construction, the regional program “One-story East” is being implemented. The construction of one-story houses through private investment with subsequent redemption for those on the waiting list has become a popular instrument of the program.

 

The head of the region also noted that, since 2020, 349 apartments for 4.2 billion tenge have been purchased from private investors for mothers with many children and socially vulnerable groups at the expense of the regional budget.

Provision of the population of East Kazakhstan region with clean water will be 98.3% this year

“Raising the issues of the quality of life, one cannot fail to mention the provision of the population with clean drinking water. This year, it is planned to implement 31 projects in the region for 23.1 billion tenge, with the commissioning of 19 facilities, including 11 block-modular water treatment and distribution stations in small villages,” Akhmetov informed.

According to him, the coverage of the rural population with centralized water supply this year will increase from 93.2% to 95.4%, and in the whole region, the provision of the population with clean water will be 98.3%.

Until the end of this year, EKR plans to implement 71 projects for the development of transport infrastructure

High-quality road and transport infrastructure plays an important role in socio-economic development.

Last year, in East Kazakhstan region, the share of local roads in good and satisfactory condition was 89%.

“Until the end of this year, it is planned to implement 71 projects for the development of transport infrastructure for 8.4 billion tenge. In total, road repair work covered 278 km of roads and streets. As a result, by the end of the year, the share of roads in good and satisfactory condition will reach 91%,” Akhmetov said.

As the head of the region further noted, this year the reconstruction of the airport in Ust-Kamenogorsk and the construction of a warehouse for temporary storage of goods for 100 tons and a cargo terminal for 30 tons per day worth 4.9 billion tenge have been completed.

In accordance with the instructions of the Head of State Kassym-Zhomart Kemelevich Tokayev, the implementation of a major infrastructure project continues — the construction of a bridge across the Bukhtarma reservoir.

As the akim noted, the East Kazakhstan region has a huge reserve and excellent chances, without breaking away from its historical roots, to develop an efficient economy with modern infrastructure, a comfortable and attractive region for life.

“Competitiveness, innovation, intelligence — this is what has always been characteristic of East Kazakhstanis and we will prove that we have not lost them. All resources of state bodies are aimed at solving the main aspects of the life of the region, implemented in accordance with state policy and strategic programs,” Akhmetov assured.
