New approach to planning, gas supply, LRT, improvement of the capital — what Altay Kulginov spoke about at a briefing at Central Communications Service

Akim of Nur-Sultan presented a report on the socio-economic development of the city at the site of the Central Communications Service as part of the instructions of the Head of State.

A new approach to planning

Altay Kulginov began his speech with a retrospective of the growth rate of the population of the capital. Population growth today has a positive trend. So, if in the early 2000s the population in the capital was a little more than 400 thousand people, by 2010 it was 650 thousand people, then today the number of residents of the capital is more than 1 million 200 thousand people.

“The annual increase in the city is from 50 to 60 thousand people. Here it is necessary to take into account both the birth rate and internal migration. According to the master plan approved during the transfer of the capital, it was planned that in 2030 the population would be 800 thousand people. Then, in 2010, the Plan was adjusted and it was planned that by 2030 the population would be 1 million 200 thousand people, but as we can see, this figure has already been reached. Now we are adjusting the General Plan, according to new forecasts, by 2035 in Nur-Sultan, if such growth dynamics continue, the population will double,” said the mayor of the capital.

As an example of ongoing adjustments to the current Master Plan, the akim reported on the introduction of a new approach to planning as RAP - Detailed Planning Project.

“On the example of Mynzhyldyk Alley, in one quarter we plan houses and social facilities so that there is no shortage. Here, you see that in each quarter, according to the principle of polycentricity, there must be their own social facilities, such as schools, kindergartens, medical centers, sports facilities, as well as public spaces and engineering infrastructure, respectively,” the akim of the city emphasized during the briefing.

Development of educational infrastructure

As part of the development of educational infrastructure, Kulginov spoke about the current plans for the construction of new schools.

Over 20,000 student places will be created in Nur-Sultan in 2022. More than 11 schools will be built. In addition, 34 schools were built in the capital over 3 years. Construction of educational institutions is carried out in all districts of the city.

Today there are 148 schools in the city. According to current forecasts, the akimat plans to build another 162 schools.

“Taking into account the annual population growth, the demand for social facilities, including educational institutions, is growing. In order to systematically provide student places and relieve the burden on existing ones, it is necessary to build at least 10 schools every year. For 3 years, 34 schools have been built and put into operation. These educational institutions have made it possible to create 70,000 student places,” the head of the capital said.

Akim of the city reported that the construction of educational institutions is underway in all districts of the city. For 2 years, 12 schools have been built in the densely populated Yesil region, 7 in the Almaty region, 4 in the Baikonyr region, and 2 in the Saryarka region. This year, 11 more schools will be built in the city.

“For example, a feature of school No. 65 in the Saryarka district is that it has inclusive education. Children with hearing and musculoskeletal disorders study here. In total, more than 3 thousand students study here, which already exceeds the capacity of the educational institution. In order to increase the capacity of the school, a new building is being built nearby. It will allow creating another 1,200 student places," the mayor of the capital reported during the briefing.

According to the akim, the construction of a new building on the territory of school-lyceum No. 59 on the street was also started in the capital. Sauran.

Regarding the development of preschool education, Mayor of the capital Altai Kulginov said that there are 429 kindergartens in the city, more than 150 more will be built in the future.

Healthcare and landscaping

The next thing the head of the city reported on was the healthcare system. Currently, there are 211 healthcare facilities in the city. According to the akim, the city will need more than 80 medical institutions.

“The same goes for fire stations. This is primarily a fire safety requirement. We have 11 fire stations, we still need to build 21,” said Akim of the capital Kulginov.

During the report, the akim of the city of Nur-Sultan touched upon the improvement of the city and the development of green areas of the city.

“The green belt of the capital helps us a lot in terms of improving air quality. Out of about 90 thousand hectares, 14 thousand hectares are located within the boundaries of the city of Nur-Sultan. Every year we plant green spaces, last year we planted 1 million green spaces in the forest belt of the capital,” said Altay Kulginov.

Regarding infill development in the city, the akim spoke about a more clearly formed RAP, where disputes that arose between investors and citizens of the city were taken into account and settled.

Development of engineering infrastructure and gas supply to the capital

“Given the current population growth, we now need to prepare the infrastructure for the widespread increase in the number of city residents. If in 2019 we built 1 million 800 thousand square meters of housing, in 2020 already 3 million square meters of housing, in 2021 3 million 200 thousand square meters of housing, that is, over 8 million square meters. housing we have built, this is more than a 5-year plan. This year we adjusted our plans and approved them in the Government. 2 million sq.m. we want to build housing, because it is necessary to bring engineering communications, first of all, it is warm,” said the akim of the capital.

As the mayor emphasized, taking into account the local climate, providing heat is a paramount task.

As part of the provision of heat during the heating season, the capital began construction of a gas supply pipeline in the remaining two districts — Baikonyr and Yesil. For example, these are ZhM Ilyinka (Urker), Ondiris, Prigorodny, Telman, microdistrict Family Village, Garden Village and others. Design is underway in the microdistrict Chubary.

“In the areas of Esil and Baikonyr, we started building a supply gas pipeline, we will start building intra-quarter networks next year. In the city, 2 districts were fully provided with gas — Saryarka and Almaty. For this, over 680 km of gas distribution networks were built, and intra-quarter networks were brought up. 14 thousand subscribers received access to gas, more than 6 thousand subscribers received technical conditions, in addition, over 3.6 thousand houses are already connected to gas, this is over 25%,” Kulginov noted.

According to Altay Kulginov, already this winter, due to the houses connected to gas in the private sector, the air has become much cleaner. For example, there are changes in the South-East region.

“Gas supply to the city has a positive effect not only on the ecology of the city, but also on the quality of life of the citizens,” the akim emphasized.

Given the social importance, the city akimat previously adopted a number of benefits: social assistance is allocated to needy categories for connecting to gas — the amount of social assistance increased from 200 thousand tenge to more than 400 thousand tenge, all citizens are provided with meters free of charge.

Also, taking into account the appeals of citizens on the collection of documents for connecting houses to gas, the list of documents was reduced by 2 times. Previously, it took up to 6 months to collect documents. This measure was taken as part of the Decree of the Head of State "On measures to de-bureaucratize the activities of the state apparatus."

In addition, 13 hot-water boilers at CHPP-1 and CHPP-2 were converted to gas, the construction of CHPP-3 was resumed, and 3 local gas-fired boiler houses are being designed to provide heat to new building areas. The progress of gasification is under the control of the Head of State.

Flooding issue solved in 146 problem areas of the capital

During the briefing, Akim of Nur-Sultan Altay Kulginov also reported that the issue of flooding in 146 problem areas has been resolved. Including, on one of the most problematic avenues of the city — Momyshuly Ave. More than 130 km of storm sewers and a flume-ditch system were built, almost 1 thousand units were cleaned. inspection and storm water wells. Also, 20 km of collectors were washed, 6.5 thousand pipes were steamed, almost 350 tons of silt were removed.

In the capital, work is underway on the construction of storm sewers and facilities on an ongoing basis. So, one of the most problematic avenues of the city was Momyshuly avenue.

“You probably remember how during the rains the cars almost half went under water, someone took out inflatable boats. On the avenue, we built a main storm sewer collector. The length of this storm sewer is 500 m - it starts from the street. Dauylpaz to st. Elim-ay. The new construction allowed to increase the capacity of existing storm sewer networks by 1.5 times,” said Altay Kulginov, akim of the capital.

“In addition, the akimat built a treatment facility in the Molodyozhny microdistrict, the intersection of st. Tashenova and Amman, with the reconstruction of the supply collectors. The capacity of the new facilities is over 42,000 cubic meters per day. This treatment plant allowed to solve the problem of flooding st. Tashenov, Barayev, Valikhanov, Pushkin, Imanbayeva, Republic Ave., upper part of Tauelsizdik Ave. The difference of this facility is that it allows for the purification of rain and melt water before being discharged into the Yesil River,” said Altay Kulginov.

Also, a sewage treatment plant and a main collector were built in the Telman ZhM, a treatment plant was built in the Prigorodny ZhM and in the area of ​​​​the logistics center along the Alash highway, and the problem with storm sewers was also previously solved at 2 sites in the Mynzhyldyk alley area.

In the area of ​​Almaty, the new station, along Uly Dala avenue and others, storm sewers are being built. Work on the construction and expansion of the capacity of storm sewers and treatment facilities is carried out by the city akimat at the system level.

Bridge construction

The concept of the Integrated Transport Scheme has been approved in the capital. This will make it possible to develop a unified technical vision of urban transport for 10 years or more, taking into account the annual population growth and the increase in traffic on the roads.

“Taking into account new challenges and urbanization, the development of road transport infrastructure was singled out as a separate plan in the general plan of the city. The Integrated Transport Scheme provides for an increase in the number of new road bridges, road junctions, the expansion of streets, road punching, a significant modernization of public transport, etc. For example, we are building two road bridges: along Uly Dala Avenue, we plan to complete it this year,” the akim said.

The infrastructure under construction will allow to partially unload Mangilik el avenue, st. Baitursynov, Koshkarbaev, Nazhimedenov, Nova city district, Mynzhyldyk alley, will increase the accessibility of the new Nurly Zhol station, Telman and Promyshlenny residential areas, Metro hypermarket area, Zhumabaev avenue, st. Zhurgenov and others.

The construction of a bridge along Tauelsizdik Ave. across the Yesil River is also underway, its construction will be completed in 2023.

“Earlier, there were litigations, immediately after all the procedural issues were resolved, the construction of the bridge was resumed. This bridge will provide an additional connection to Tauelsizdik Ave., the area of ​​the new railway station, Koshkarbaev Ave., st. Nazhimedenov, district of the Khazret Sultan mosque, st. Baitursynov, Korday, Ainakol, Momyshuly avenue from the left bank. This month, after a major overhaul, a bridge was opened along the sh. Alash,” said Altay Kulginov, akim of the capital.

The Akimat pays special attention to the development of road infrastructure: about 100 streets will be built and repaired this year, almost 300 streets have been repaired over the past 2 years, half of them in residential areas.

Altay Kulginov names visiting cards of the capital

Large-scale work is underway in the capital to create public spaces and radically transform courtyards. This month, an amphitheater was built near the Palace of Peace and Reconciliation, another pedestrian promenade on the right bank of the city, about 100 courtyards and public spaces. All of them have become the hallmarks of the capital — points of attraction for citizens and guests of the city.

According to the mayor of the capital, the akimat adopted the master plan "Nur-Sultan is a comfortable city." Over 200 more public spaces and courtyards will be created this year. Earlier, about 500 more locations were landscaped, which became magnets of attraction.

“For example, on the right bank, we connected the first pedestrian promenade, the central park, the city square with fountains, the Teatralny Boulevard (from the Zhastar Palace to the Musical Theater of the Young Spectator), and the embankment. An amphitheater was opened near the Palace of Peace and Accord, on the street. Baraev, another pedestrian promenade was landscaped, a street sports coliseum was opened, and bridge spaces were landscaped. All of them have become magnets of attraction — visiting cards of the capital — both for citizens and for guests of the city,” said Altay Kulginov.

Also, squares in honor of rescuers, teachers, medical workers have been landscaped in the capital, a park has been opened in ZhM Koktal. In public spaces and courtyards, everyone will find something to their liking, they have basketball / football courts, workout zones, quiet rest areas, arched swings, stages for creative performances, skate zones, etc.

Thus, the number of vacant lots, abandoned sites and swampy areas has significantly decreased in the capital. In their places, points of attraction for citizens and guests of the city appeared. Improvement works covered all districts of the capital.

Problems of long-term construction and deceived equity holders

Systematic work is underway in the capital to complete long-term construction projects. Of the 16,000 families-investors, the problem of 13,000 has been solved. The construction of 90 problematic multi-apartment residential complexes has been completed.

“At the instruction of the Head of State, large-scale systematic work is being carried out to complete long-term construction. Of the 150 multi-apartment residential complexes, 90 MZhK have completed the construction. 13,000 families-investors out of 16,000 were able to get their cherished apartments. Now we are dealing with the issue of the remaining 3 thousand equity holders. We will solve some of them this year, we plan to complete the other next year,” the mayor of the city said.

According to Kulginov, it is important that new equity holders do not appear, since there is always a risk.

“In order not to become a deceived shareholder, it is necessary to study the history of the developer, look at the documents. On the part of the state, the requirements for developers have been strengthened: the developer cannot open the sale of apartments if he does not have sufficient funds to complete the facility, including if the frame of the residential complex has not been erected. There should also be an HHF (Housing Construction Guarantee Fund) guarantee. The developer must have a bank guarantee, the state of the company itself also looks here. Also, on the official accounts of the akimat and in the media, we regularly publish a list of unscrupulous developers,” Altay Kulginov emphasized.

Akim Altay Kulginov also told how long-term construction looked like, the construction of which was completed.

“Somewhere only a foundation pit was dug, somewhere the frame of a house was raised, which was declared unsafe, there was no financial audit, design estimates, there were facts of double or triple sales. Nevertheless, there is a step-by-step action plan for the remaining long-term construction projects,” summed up Altay Kulginov.

 

Answering journalists' questions after the briefing, the mayor of the capital touched upon the refusal to fireworks on City Day, paid parking, the situation with the suburbs, LRT, the formation of a new district in the city and answered personal questions.

Thus, the akim of Nur-Sultan Altay Kulginov, at a briefing at the CCS, commented on the question of why this year there was no fireworks in honor of the City Day.

“We were planning fireworks, but the weather forecast was like this - heavy wind and rain. We didn't take risks. And as we saw, it started to rain in the evening on City Day. It didn't meet the requirements for when fireworks could be fired."

According to the mayor, 200 million tenge was allocated from the budget for the celebration of the City Day, which is five times less than the amount in 2019.

“In terms of costs from year to year, we changed our approaches, spending five times less than in 2019. We have organized over a hundred events attended by over 120,000 of our citizens. In total, everything took about 200 million tenge. For example, the Open Air concert at the Astana Arena was attended by 27,000 people. It was a free concert. But, of course, we spent money on expenses. There were two or three paid concerts, it was in the cinema and concert hall. People bought tickets. Everything else was free. We wanted our citizens to feel the festive atmosphere,” said the akim of the city.

Answering the question about paid parking Altay Kulginov said the following: “Paid parking is a new project. In the world there is such a practice for big cities: paid parking disciplines chaotic traffic or chaotic parking.

According to him, this project showed itself well along Mangilik El Avenue, where the House of Ministries is. As a result, the city authorities decided to scale it throughout the capital.

“The contract was signed as a public-private partnership in 2019. We have revised it. You remember, we even sued taking into account incoming complaints from our residents, especially where paid parking began to be installed near social housing — we were categorically against it and reconsidered it. Given that this project is new, we are ready to continue working on its improvement so that the most important thing is order and the interests of residents are not infringed. We are ready to consider all complaints. We will remove paid parking lots that are placed where they are not supposed to,” Altay Kulginov noted.

At the briefing the akim of the city also commented on the question of whether the boundaries of the city will change in the near future.

“In general, this should be looked at from the point of view of agglomeration. City boundaries will not change. These settlements belong to the Akmola region, and they, as an agglomeration, should develop together with the city,” the akim said.

Answering a topical and very acute question for the population regarding the fate of LRT, the akim of the capital said the following:

“When the people who offered to dismantle saw the figures, about 20 billion came out — everyone refused. A lot of money was spent. And the project is not finished. Unfortunately, there is such a problem. The project will not generate income. This is a form of public transport that will be subsidized. But in the future, we think that it will unload our transport corridors. This is a social project. Not a business project. There will be no benefit from an economic point of view.”

Answering the journalists' question about the durability of the LRT load-bearing columns, the akim of the capital assured that they are made of high quality materials and are able to stand for a very long time withstanding the harsh climate of the capital.

Due to the large influx of residents to the capital, according to the akim, a new district may appear in the city in the near future.

“We will have to divide Esilsky district into two in the near future. It is in this area that the population is growing every year, because there is a new development. Over the previous three years, over 100,000 people were officially registered,” Altay Kulginov said at the briefing.

According to him, this is necessary for more convenient administration.

“When the population grows, the load on the social and engineering infrastructure grows. At some point, I think that it will be necessary to set a limit. Everything needs to be maintained, because in the future it will affect the quality of life in the future,” said the akim of the city.
